The Center for Health Care Quality (CHCQ) at the California Department of Public Health (CPDH) focuses on ensuring and enhancing healthcare standard. Our programs encompass regulatory oversight, quality assessment, and collaboration with healthcare providers to safeguard public health. We strive to optimize patient care by implementing policies, conducting inspections, and fostering continuous improvement in healthcare delivery across the state. CHCQ also oversees the certification of nurse assistants, home health aides, hemodialysis technicians, and the licensing of nursing home administrators.
Key Responsibilities
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by overseeing the review, evaluation, inspection, and certification of health facilities and agencies as to their compliance with State and Federal laws, regulations, and investigations of complaints. Carries out program activities in a specific region of the state for those facilities and agencies under the jurisdiction of the Center. The Nurse Surveyor Supervisor II (NSS II) ensures that all Department and Program mandates, policies and procedures are carried out in an appropriate and consistent manner. Up to 10% travel may be required.
The incumbent works under the general direction of the Nurse Surveyor Manager (NSM).

Qualifications
· Applies advanced clinical nursing knowledge to evaluate patient care quality and regulatory compliance.
· Demonstrated experience reviewing survey findings, facility operations, and clinical practices for adherence to State and Federal laws.
· Strong ability to analyze survey data and make defensible recommendations on licensure, certification, and enforcement actions.
· Experience issuing, reviewing, or coordinating Class A/AA citations, penalties, and enforcement documentation.
· Skilled in workload evaluation, prioritization, and adjusting assignments to meet mandated timelines.
· Experience supervising clinical or regulatory staff, including performance evaluations, coaching, mentoring, and training.
· Ability to onboard new staff, identify training needs, and support continuing professional development.
· Strong written and verbal communication skills for interacting with providers, advocacy groups, government agencies, and internal leadership.
· Experience conducting informal dispute resolutions, rendering findings, and supporting adverse actions.
· Ability to evaluate complex clinical procedures, treatments, diagnostics, and interventions for regulatory compliance.
· Demonstrated skill preparing reports, reviewing medical records, and developing legally defensible documentation for hearings and litigation.
· Experience testifying as an expert witness or presenting findings in administrative, civil, or criminal proceedings.
· Strong organizational skills to manage multiple priorities, coordinate with field offices, and ensure timely completion of mandated activities.
· Ability to prepare presentations, contribute agenda items, and lead staff or regional meetings.
· Proven ability to work independently and collaboratively in high?stakes regulatory environments.
