Responsibilities
Administer and lead the full recruitment cycle process in accordance with established organizational processes and the applicable Collective Agreement.
Provide comprehensive guidance and support for investigations, grievances, progressive discipline, performance management, attendance management, and conflict resolution activities.
Assist assigned client area with compensation and classification matters, including creation or updating of job descriptions.
Manage a dedicated Return to Work caseload in cooperation with the Health Resource Specialist.
Participate in the development and maintenance of human resource systems and processes.
Supervise staff.
Qualifications
Postsecondary degree majoring in Human Resource Management (or equivalent combination of education and experience).
Formal HR designation such as CPHR or IPMA-CP is an asset.
Minimum of three years experience providing general HR consulting services in a large, fast‑paced environment; experience in a public sector, unionised environment is desirable.
Extensive experience in recruitment and selection; labour / employee relations, progressive discipline, grievance process, performance management, complex workplace investigations; compensation and classification; return to work, disability management, duty to accommodate.
Experience with collective agreements, HR legislation, acts, and internal policies and procedures.
Strategic and operational advice experience to management on HR issues.
Knowledge of the arbitration process and ability to manage cases proceeding to arbitration.
Strong judgement, problem‑solving, decision‑making under limited supervision.
Excellent customer service, communication, interpersonal, conflict resolution, organisational and time‑management skills.
Working knowledge of HRIS, preferably PeopleSoft.
Political acumen to handle sensitive public service matters.

Conditions of Employment
Must maintain legal eligibility to work in Canada.
Will be required to pass a satisfactory Police Information Check.
Must possess and maintain a valid Class 5 Manitoba Driver’s License and provide proof upon request.
Vehicle provision for City business is required, subject to City Transportation Policy.
